The Draghi Report underscores the critical role of innovation in addressing Europe's competitiveness gap with the United States and China. Yet, Europe is a large, trusted, and relevant economic force in the world.

  • Business Innovation Districts (BIDs) have emerged as powerful drivers of economic growth, technological progress, and urban revitalization, contributing disproportionately to their cities' and countries' economic output. These districts serve as concentrated hubs where businesses, research institutions, startups, and public entities converge to create ecosystems that foster innovation, attract investment, and generate high-quality employment opportunities.

  • The European landscape is home to numerous successful innovation districts, from established technology parks to emerging urban innovation zones. However, these districts often operate in isolation, missing opportunities for synergy, collective learning, and coordinated advocacy at the European level. The fragmented nature of innovation ecosystems across member states creates barriers to cross-border collaboration and limits the collective impact these districts could achieve.

  • To amplify the impact of these innovation hubs, foster collaboration, and position Europe as a global leader in sustainable and inclusive innovation, European Association of Business Innovation Districts (EABID) will serve as a unifying platform to enable knowledge exchange, advocate for supportive policies, and accelerate Europe's transition to a more innovative, investable, competitive, and sustainable future.

Europe boasts many successful innovation districts; however, they often operate in isolation, missing opportunities for synergy and collective learning. EABID will provide a unified platform for collaboration, enabling districts to share best practices, benchmark performance, and leverage collective resources to address shared challenges. This will result in strengthening the European economy through improved efficiency, reduced duplication of efforts, and accelerated innovation cycles.

Commit to the '28th Jurisdiction'

The fragmented policy landscape across EU Member States creates barriers for businesses operating across borders. EABID will champion the concept of a '28th Jurisdiction' — a harmonized regulatory framework that simplifies cross-border operations for businesses within innovation districts. By advocating for regulatory convergence, mutual recognition of standards, and streamlined administrative procedures, we will make it easier for innovative companies to operate across Europe.

Enhance Global Competitiveness

As the US and China invest heavily in emerging technologies like AI and quantum computing, Europe must respond decisively to maintain its position in the global innovation landscape. EABID will amplify initiatives like the EU's Regional Innovation Valleys programme (€170 million) by pooling resources across districts to attract global talent and investment, creating pathways for knowledge exchange, market access, and collaborative research.

Accelerate European Technology Sovereignty

Europe's reliance on imported technologies poses economic and security risks. EABID will support initiatives that foster technological autonomy in critical areas such as artificial intelligence, blockchain, quantum computing, and green technologies. By connecting districts with relevant expertise, facilitating joint R&D programs, and advocating for strategic investment, we will contribute to building a more technologically sovereign Europe.

Promote Sustainability and Inclusion

Innovation districts are uniquely positioned to integrate economic activity with sustainable urban development practices and social benefits. EABID will champion initiatives that enhance quality of life through sustainable transport, digital infrastructure, modern waste management, energy management, and inclusive community engagement — promoting standards that help districts minimize environmental footprint while maximizing positive social impact.
